Democritus University of Thrace is an institution dedicated to fostering excellence in education and research, shining example of academic excellence, innovative teaching methods, and cutting-edge research. DUTH commits in IT4EST with its Department of Chemistry devoted to provide a research-driven education through the technologically advanced laboratory of Hephaestus (HAL), a medium scale facility operating at the School of Science – Kavala campus of DUTH, focused on Computer Science: this section facilitates GRID supercomputing center, with superior capabilities such as parallel computing and big data management, Real-life, manmade and natural disaster scenarios are utilized for training and preparing professionals how to anticipate a crisis and mitigate possible consequences of any catastrophe. The Department of Chemistry, transferred to DUTH from IHU due to the GOVERNMENT GAZETTE OF THE HELLENIC REPUBLIC, 13 March 2024 FIRST ISSUE No. of Sheet 39, LAW No. 5094, is devoted to providing a research-driven education through the technologically advanced laboratory of Hephaestus (HAL). Hephaestus lab is a medium-scale facility (worth more than €20,000,000) operating at the School of Science-Kavala campus of DUTH. The lab is organized in a manner that serves for cross-sectional research and development, in three main sections: 1) Chemistry: this section is addressed to material science that covers the area of porous materials, from synthesis to characterization as well as on nanotechnology 2) Physics: with special focus on X-rays technologies for investigation of various phenomena utilizing combinational techniques and methods and 3) Computer Science: this section facilitates GRID supercomputing center, with superior capabilities such as parallel computing and big data management. In addition, under the umbrella of HAL, a Virtual Control Room (VCR) operates for educational and training purposes. Real-life, manmade, and natural disaster scenarios are utilized for training and preparing professionals how to anticipate a crisis and mitigate possible consequences of any catastrophe.
Volunteer fire department Sveti Nikole (VFD Sveti Nikole)

The voluntary fire department Sveti Nikole has been operating and functioning since 1935 and is a non-profit, humanitarian organization in the field of fire protection that operates on a voluntary basis. It has a well-trained team, organizational structure and significant relevant experience at local and national level in humanitarian and firefighting actions, participation in natural disasters, traffic accidents and epidemics (Covid-19). VFD Sveti Nikole as a humanitarian organization has always promoted tolerance and mutual trust between the parties involved in the initiatives, as well as in changing the public spirit with generous and active commitment to promoting the public good and the good of the entire community. The organization provides services and expertise regarding Fire prevention and protection and rescue operations in case of natural and manmade disasters (floods, earthquakes, erosion etc.) and emergencies (traffic accidents); Raising awareness programs about involvement of young people in the fire service; Developing communication materials for fire protection actions and campaigns, organizes consultations, seminars and competitions in the domain of fire protection; Work with local and national media about the importance of fire protection and the spread of fire-fighting culture among citizens; Performing educational and preventive campaigns in local primary and secondary schools and demonstrate equipment and technology in the front; initiates partnerships with relevant domestic and international institutions; Collaborating with the relevant state institutions, local self-government, associations, foundations, and business community, domestic and international donors. The work of VFD Sveti Nikole is transparent and visible in the community. It complies with the Statute of the organization and consistent role of the bodies of the organization (Assembly, Steering Committee, Supervisory Board and the Elder-ship component that has advisory role in decision-making processes). At daily basis, organization has daily briefings with local and central authorities in for protection and rescue. The vision of Sveti Nikole to be a community of healthy, happy and conscientious citizens who actively contribute to the prevention of fires and other natural disasters, building harmony between human and nature. The mission of VFD Sveti Nikole continuously work in protecting the environment from fires and other harmful influences, on a voluntary basis, but through education and coordination of citizens in direct actions and interventions. The biggest achievement is the Initiative and finding of a partner firefighting humanitarian and charity organization Operation Florian from Great Britain, which donated 27 fully equipped fire trucks and 2 fire transport vehicle to 22 municipalities in the Republic of North Macedonia. Our project team for the duration of the project was actively involved in the coordination and implementation of overall project activities to improve the fire sector in the Republic of Macedonia. In addition, advanced specialist training was conducted and integrated for the use of equipment for rescue and rescue in traffic accidents, rescue and rescue in water incidents, urban search and rescue in earthquakes and special equipment for ventilation of burned buildings. The above-mentioned trainings covered 85% of the total human potential in the fire sector of the Republic of North Macedonia. The organization has more than 20 active members, with relevant competencies and certificates for trainers in various disciplines in Fire prevention; Fire protection (urban, forest), floods, earthquakes, epidemics (Covid-19) etc.; All types of fire ladders (13,5m, 10m, three-part ladder and 5meter hook ladder); Breathing apparatuses (BA sets); Firefighting pumps (main on the fire engines, portable and submersible pumps); Driving tactics and skills referring to fire fighters’ trucks. The organization owns 5 vehicles: naval fire-fighting vehicle Dennis, naval fire-fighting vehicle Mercedes 814D, transport vehicle Ford Transit, 2 quds CFMOTO 850XC and Honda TRX450ES.
Emergency Management Agency, Ministry of Interior, Republic of Kosovo (EMA)

The Mission of the Agency ((AGJENCIA PER MENAGJIM EMERGJENT) is to support citizens and first responders to ensure that we work as a body, in order to develop, maintain and advance our capacity to prepare, protect, respond, and recover from all potential hazards, be they those natural or caused by the human factor. EMA will Advise on norms of construction and management of urban and non-urban spaces; Teach people how to cope with disasters; Assist in setting up and equipping local and central emergency preparedness; Coordinate disaster response; Make assistance available to municipalities, communities, businesses, and individuals in case of disasters; Train emergency managers; Support the firefighting service; and Manage the entire disaster life cycle. Disaster life cycle means the process by which emergency managers prepare for emergencies and disasters, respond to them when they occur, help people and institutions recover quickly from them, mitigate their harmful effects, reduce the risk of loss and prevent the occurrence of future disasters. Staff paid by the EMA is around 185, combined type of civilian and public services staff. The Emergency Management Agency with dedicated staff leads the country’s efforts to build and develop the necessary capacity for efficient and effective management of natural and man-made disasters. Implements this mission area through the preparation of the legal basis, bylaws and standard operational procedures necessary in risk management from prevention, preparedness, response and short-term recovery after any type and extent of natural and man-made disaster. The organizational structure of EMA consists of 5 departments which take care of capacity building and development in accordance with internationally accepted standards, while through the national preparedness plan, prepare and implement the annual plan of trainings and courses with certifications for areas of risk according to the document. National disaster risk assessment and other disasters. The emergency communication system based on the European emergency number in operation since 2001 in the whole territory 24/7 free of charge from all electronic communications operators in the country offers support to the citizen in any situation and coordinates the response of protection and rescue structures, based on the model management step by step. Part of the IPA civil protection program from 2010, also associated part of many regional initiatives with support of UNDP, UNDP, OSCE, JICA and other support partners.

Provided services include: Design and implementation of Management Systems according to Environment, Health, Safety & Security national and international standards (ISO, ELOT, OHSAS), Risk Studies (HAZID, HAZOP, ATEX, QRA, Occupational Risk Assessment), Environment, Health, Safety & Security Training and Awareness programs, On site Consultancy Environment, Health, Safety & Security Services (Safety Practitioner, Occupational Physician, Project Site Safety Coordinator, Safety Engineer), Audits (Legislation compliance, Walkthrough Inspections, Gap Analysis, Site audits), Workplace Environmental Monitoring (dust, chemicals, noise, lighting, WBGT). The equipment of ERMC is certified according to the requirements of international standards. ERMC through MANAGEMENT FORCE has developed its own tools which are continuously updated and improved through the experience gained. MANAGEMENT FORCE GROUP based on an experience gained in projects summing over €50 billion of which MANAGEMENT FORCE GROUP was directly involved in more than 60% (over €30 billions) of this sum, has developed a management tool to manage Environment Safety Health and Security issues as early as of the concept of a Project to the complete end of its life – decommissioning and land deliver for creation (project Life Cycle EHSS approach). Engineering and Risk Management Consultants SH.P.K., has been actively involved in many projects in the recent years, financed by most recognized IFI’s. An essential part of the services being delivered, has been also the delivery of various trainings. The most recent and important project related to the subject, is the project which ERMC successfully completed by the end of 2021. ERMC was contracted by Trans Adriatic Pipeline in Albania following their initiative for increasing/improving the local authorities’ skills and knowledges in regards of rescue and emergency response. TAP assigned to ERMC the services which consisted on training the Albanian Firefighting brigades operating along the pipeline. It was ERMC, with the support of Greek Fire Fighting experts engaged from Greek firefighting and rescue authorities that developed and delivered the trainings. The trainings were developed and delivered under the structure of European Credit System for Vocational Education and Training (ECVET). A total of 167 Albanian fire fighters from Bilisht (Devoll), Maliq, Korce, Skrapar, Polican, Berat, Ura Vajgurore (Dimal), Roskovec, Fier, Lushnje participated in the trainings from which 135 succeeded to receive and ECVET certificate. The training topics referred were: Vehicle Accident along roads / ROW (Right-of-way), Hazardous material spillage including Fuel spills / tanker accidents, Forest / Wildfire, Mountain rescue, Helicopter Crush, River Rescue, Confined space rescue, First Aid, Building fire, High Rise rescue, Small gas leaks i.e. gas cylinders, Hose gas leaks, Leaks from small diameter (i.e. distribution systems), Leaks from high pressure pipelines, Leaks from high pressure systems (such as a compressor station), Courses delivered in Albanian language. Courses and competency assessments were ECVET (The European credit system for vocational education and training) and the Albanian Vocational Training Scheme. Also, scenarios or responses specific to TAP were addressed in a manner aligned with the Scenario Specific Response Guidelines (SSRG’s). ERMC engaged in total 4 (four) qualified Albanian Trainers with a background in a related topic / profession, having an English language competency of B2 or higher, as well as experience in training delivery services. The key Consultants that ERMC engaged on this project were its professional staff that comprises of associate expert consultants and permanent full-time personnel, able to provide effective services, having experience and expertise in the mentioned sector/services from a minimum of 6 years up to 16 years of experience. All ERMC personnel have undertaken successfully international health and safety training such as: NEBOSH, IOSH, ECVET, etc. Also, the project was undertaken under its license as HS Company which provides also Vocational training as per Albanian law. As practical sessions of the trainings, ERMC used the below tools: FIRE AND HAZMAT TRAINING, Gas detector – Type: MicroClipXL Gas Alert, Honeywell, Gas detector – Type: Compliance Multi Gas – Honeywell BW Icon Breathing Apparatus – Type: Drager FPS 700 S-fix/Q-fix (with Manual and Certificate & Service report), RIVER RESCUE, Personal Floating Device with quick release and cow tail, Helmet for wild water, Rescue rope with belt (rescue throw line 15 m), Whistle (working after immersion), ERMC used for the practical part various equipment which donated to the local fire services that resulted with the highest results.
Chemical industry "Poliex" JSC Berane (CI POLIEX JSC)

“Poliex” was established in 1982 as the factory specialized in production of plastic explosives. In order to expand product range and to fulfill market needs through its own R&D, “Poliex” has managed to start the production of initiating devices for blasting in mining industry (electric detonators, non-electric detonators, detonating caps and delay components for detonating cord) as well as the production of semi-plastic mining explosives for special application in surface and underground blasting. With its own production of explosives and initiating devices “Poliex” are offering mining and blasting services for civil industry. Chemical Department consists of experienced, recognized chemical engineers thanks to which “Poliex” is a factory for production of a wide range of chemicals used in the industry. CI “Poliex” JSC is specialized for the maintenance and demilitarization of ammunition, ammunition components and mines and explosive items. We have more than thirty years of relevant experience in demilitarization, maintenance, monitoring and testing of ammunition. Annual production is at the level of 750 tons of commercial explosives, 200,000 pieces of initial means, 15 tons of chemicals and 800 tons of demilitarized mines and explosives. Today, “Poliex” is a joint-stock company where Mr. Slavko Vujisic, the President of Board of directors and holds 80, 23% of the shares while the rest is held by small shareholders. “Poliex” has over 70 employees, the factory is situated in Berane, 150 km away from Podgorica, and it is spread on more than 1 000 000 m2 with the infrastructure that provides further development and improvement as well as the adoption of new products. Factory was constructed and laid out in order to meet highest safety standards. The Poliex Training Center started operating in 2015 as a licensed organizer of adult education “Poliex Education Center” with license issued by the Ministry of Education of Montenegro. The Training Center conducts courses and training for the needs of Poliex or under a contract with state institutions (Employment Bureau, Directorate for Emergency Situations, etc.). So far, over 100 participants have completed various courses. Poliex with its experienced engineers and workers applies the highest civilian and military standards in the field of safety, security and quality of production and development. Specific production of explosives, chemical products, and mining services, demilitarization of munitions, development and training require dedicated and careful application of laws and regulations and standard operating procedures necessary to manage risks of prevention, preparedness, response and short-term recovery after any type and extent of natural disasters and disasters caused by human or technological factors. Some of these legal acts are: Law on Protection and Rescue (“Official Gazette of Montenegro”, No. 13/07, 32/11 and 54/16), Rulebook on the content and methodology of preparation, manner of harmonization, updating and storage of risk assessment studies on the basis of which plans are made Protection and Rescue (“Official Gazette of Montenegro”, No. 31/17), Law on Explosive Substances (“Official Gazette of Montenegro”, No. 49/08, 31 / 14 and 31/17), Law on Transport of Dangerous Goods list of Montenegro ”, No. 33/14), Law on Flammable Liquids and Gases (“Official Gazette of Montenegro”, No. 26/10, 48/15). Production for defense purposes requires the application of The National Security Strategy of Montenegro as the basic document that defines the concept of security of the state of Montenegro, as well as the Law on Defense (“Official Gazette of the Republic of Montenegro”, No. 074/20). Poliex applies the strictest military and NATO standards in the storage and demilitarization of munitions. All this is made possible through excellent cooperation with the Ministries of Defense and Interior, the Directorate for Emergency Situations and various international organizations such as the ITF, NATO, NSPA, etc. The skills and / or expertise of key persons involved in this project relate to risk management of technological accidents, occupational safety, and safe production technology. Poliex training center has lecturers with doctorates in military engineering, occupational safety and chemical technology engineers, mining engineers, etc.

Highly proficient at managing the flow and exchange of information, enhancing interactions, and facilitating initiatives. A confident communicator and networker with the ability to maintain and cultivate sustainable working relationships with management and shop floor workers alike. Lately he has been involved in a project Funded by Swedish International Development Cooperation Agency (SIDA) and supported by UNOPS.
ASSOCIATION OF OFFICERS AND SUB-OFFICERS WITH UNIVERSITY DEGREES OF HELLENIC FIRE CORPS (EPAYPS)

The Association of officers and sub-officers with university degrees of Hellenic fire corps started its journey in early 2016 with a vision of the transformation of the Fire Brigade into a modern and pioneering organization for the Public Administration, which will return the acceptance and respect of society to its own employee. EPAYPS consists of young and new in rank firefighters who with the assistance of older and more experienced colleagues but also the thirst and romance of newly graduated colleagues, from 2016 academically equivalent now Schools of Firefighting training, constitute a representative body unifying, direct, effective and capable of deep cuts in the usual daily life. With the essence of the dynamic team of synthesis of ideas and know-how that invests in its scientific training, with critical thinking and teamwork we plan our professional future. Our tools are the passion, the love and the sense of responsibility towards our institutional role as executives of the operational arm of the Civil Protection.
